The Portuguese relinquished control of Macau to China in 1999. Many thought that would be the end of gambling. But the Communist leadership saw a money-making opportunity and actively encouraged gambling adventure travel to Macau.

New casinos were launched in the autonomous territory in 2001. This effectively ended the gambling monopoly that Stanley Ho, the Hong Kong billionaire businessman, held in the area.
